Pokemon Pearl-- What must we do the get the NATIONAL POKEDEX?

Hey! ;D I've caught Palkia and fought Elite 4 and also seen and "caught" all pokemon (used a cheat code) BUT when I go SANDGEM town, talk to Lucas, and when I go inside Prof. Rowan's Lab, HE'S NOT THERE D: HELP PLEASE!!!!!!!!!!!!!:)
