Does any one know the name of old COMIC FRENCH ACTOR....who?

who was very popular around the 1930,to 50..... His method was very similar to the MODERN ,MR BEAN played by rowan atckinson,...this french actor was slim and wore a traveling white suit with a hat. ,,,he raley spoke in his acting..very much like mr bean did... i want to find out his full name and if he has a nick name and how many films he did..or if any one can point me to a link possible in english...thank you in advance...
