When I sent off v5c I never had new one come through, now I have moved I will have to pay 25 pounds for one?

Wen I got my car over a year ago, I sent off the v5c, so they know it's registered to me. But I never got a new part back. I have just moved address and have been looking everywhere. I only have my part of v5c that says keep this until a new bit arrives. Is this right??? Bit stupid I will have to pay 25 quid!
